Letters to Sample discuss politics, the railroad, his campaigns, the elections of 1888 and 1892, court cases and numerous matters related to the court. Includes one threatening letter from an angry juror. A few letters refer to war commemoration activities. A few letters discuss business possibilities, especially related to land, in Kansas, Iowa and the Dakotas. Includes letters from Judge Owen T. Reeves, Judge N.J. Pillsbury, Attorney General George Hunt, Congressman L.E. Payson, state Senator Charles Bogardus and Chicago attorney C.C. Strawn. One 13 p. letter from James Graham in Pennsylvania discusses the use of drunkenness as a mitigating factor in murder, describes a religious meeting held by Moody and Sankey and a political meeting held by Carl Schurz, Quakers in Philadelphia and the election of 1876.

Circuit judge living in Paxton, Illinois, born in Ohio and came to Illinois with his parents, served in the Civil War, studied law with Robert G. Ingersoll and was successful in his suit against the railroad for setting the fee for travel at three cents a mile. Elected judge of the 11th Judicial District in 1885 and served six years.
